My main issue with the Johto League is that sudden jump from 19 to 25 between Whitney and Morty, there isn't really that much players are expected to do between those two battles especially given the relative brevity of Route's 36 and 37. I feel like if they'd encouraged exploration of Route 38 and Mt. Mortar first to get hint to player's to prepare that would've been beneficial. Admittedly Morty is much easier in HGSS than GSC thanks to the Physical-Special Split.
