It's an old law Youtube have been ignoring for years. They've finally been called on thier bullshit and are being made to stop advertising to and collecting from children.
The youtuber are directly responsible for any fines, and have been told they have to mark their channels as "for kids" which effectively demonitises them (no ad runs).
If they don't and are deemed to be making children's content, they can be fined like 30k per offense.
Basically all those weird as fuck "kids" channels should get hit really hard, and poketubers/games/legit toy channels might get caught in the splashzone unless they can prove they aren't "for kids". I believe youtube can actively flag your channel too.
It might all be massively over-inflated, but we'll see.
