The 3DS was a traditional handheld and unfortunately also competed during the smartphone era, which cannibalized sales toward the end. It had Pokemon from year 2 onward and that was the primary driver of unit sales.
So you have a console that relies on a stable of console games, versus a handheld that relies on Pokemon and was suffering from heavy competition early on. You would need to add the 3DS' units sold alongside the Wii U to better visualize the pre-Switch era slope.
