Not really, but he is a bit hard to judge simply for being a side character that is legitimately going on his own journey, to which you are only an important but very brief part. Is he a none-character or one not present by design? I think ORAS made the right choice in giving him only enough extra screen time to remind you he exists (seeing how many people outright forgot about him on the GBA, myself included), while giving most of the details on the BuzzNav if you were paying attention. Easy to call that lazy, but for all the talk about little details in the older games it was actually a very old-school way to go about it.
