In the Det Pikachu movie the MC got chased by rabid monkeys and pikachu almost died because he fell from too high and hit his head on a rock.
So with that in mind, along with(if I'm remembering right) the games being battle simulations and the real canon is in the anime, yes, there probably has been poketerrorism.
