Again, all pokémon games follow a similar structure. You go through routes, you go through caves, you capture Pokémon you like, you level them up and evolve them. From time to time the new town will have a Gym or make you fight the game's Team. At some point you get Surf and can now access a bunch of new areas.
Why does it bother you so much that you have to find the gym leader ? From my point of view, what you're calling "jumping through hoops" IS the Pokémon gameplay. I see it as much of a "jumping through hoops" as, say, having to beat the Team Rocket at Goldenrod before being able to go get the 8th gym in Johto. If that's "jumping through hoops" then what are you looking for in Pokémon?
