It is, actually.

Kind of. The original name worked off of some pun that only worked in Japanese so they had to change it for other languages. It was てっていこうせん or "Beam of Steely Resolve"

yep. Ryuuseigun is also a pun (it means Meteor Shower, but it has the kanji for Ryu in its name, which means "dragon"). Draco Meteor is a fine translation tho.
