For the other cities, Turffield is probably something in Dorset for the hill figure, Hulbury seems like either Newcastle or something on the southern coast (Britanons help me out on this one). Hammerlocke seems like Edinburgh to me with it next to the Hadrian's Wall clone that they never did anything with, but the city is culturally more English. Spikemuth is probably just a London suburb, Ballonlea is more like a fairy tale town.
As for Stow-on-Side I've been doing a lot of thinking since it definitely is the one that stands out the most, and while there's different cultural themes in there I think it was meant to be their way of putting Gibraltar in the game.
