Also Talonflame is fire. Rules for regional birds are dumb. If it's a bird introduced in that gen and you can get it early, then it's a damn regional bird.

Gen 3’s gimmick was pairs. Double Battles, Plusle and Minun, Latios and Latias, Team Aqua and Magma, Groudon and Kyogre being an actual duo with a connection unlike Ho-Oh and Lugia. Also a shit ton of version exclusives that thematically work as a pair unlike random ones like Skarmory and Mantine or Phanpy and Teddiursa.

True but design wise they don’t really fit together besides both being flying types. Hoenn had a Zangoose and Seviper which were enemies, a three stage early route grass type that needs a stone to evolve, cave swelling gremlins and a sun rock and moon rock. I know Kanto and Johto did similar pairs like this with Growlithe and Vulpix, but still.

Pidgey, spearow, hoothoot, taillow and wingull are just birds, not "regional birds"

Gen 1 had a sparrow and a hawk pokemon, since those are ordinary animals, like mice or caterpilars, but unlike rhinoceroses and two-headed dodo-kiwi-ostrich-things, they ended up being found in the early routes

Gen 2 added an owl pokémon, and the same thing applied, it was an ordinary animal and it was found in the early routes

Gen 3 added a gull and a swallow, the same thing happened

By Gen 4 GF decided to purposefully follow patterns that weren't really intentional in the earlier gens. They decided they would add a "regional bird" three-stage line to be found in early routs in every gen from then on.
