Pucci literally died before the cycle was completed, thus leaving everything exactly as it was before, except in this version of the original world he didn't exist anymore. That's why the p6 gang got to live happy lives without his influence, it's technically still them, but since memories make the person they're not the "them" we got to know. Whether you count this as a victory or not depends on how you view people and their memories (like that movie The Vow, where even though it was the same woman, she wasn't the one the guy knew anymore because all the memories that made her her were wiped, she was herself but effectively a completely different person, another example would be that butterfly effect movie, where different events lead the very same people to different lives, almost making that same character in both timelines unrecognizable from each other).

I had a hard time keeping up with the visual mess of the fight, but it's basically a wall of light in which Valentine hides in. If he is struck by an attack while inside the wall that "misfortune" is redirected to someone else at random. Collecting the corpse parts is going to apply that power to the entirety of the USA.

Imagine I want to shoot you, but you're protected by Love Train's power so once my bullet "reaches" you it actually gets redirected to somewhere else in the world, and the "misfortune" of the gunshot you should've suffered is actually dealt to a random italian eating pizza, or a maori hunting, or whoever, except you, in whichever way applies to their scenario. It's not gunshot = gunshot, maybe that italian chokes on an olive, or the maori gets eaten by a shark. What's being redirected is the unlucky scenario, so to say, it protects you from all and any misfortune and gives it to someone random across the globe.

Until the lock is opened and the entirety of the rest of the world raids your ass to steal it as an act of revenge for making their lives miserable and tons of innocent Americans die.
