I dunno. On one hand I think Hop became alright by the end of the game. However for MOST of the game he is dogshit easy and kind of annoying.
Marnie is cute but her team is never challenging, same with Bede because he is always a mono type team. So I would put them lower.
I ended the game liking all their characters, but their bosses disappointed me. I did like some of the gyms though. Eighth gym reminded me of Pokemon Colosseum a lot and that was cool.

Yeah as I said, his last pre-league fight, his league fight, and post eternatus fights are good. But so many of them he is just a dipshit and its hard to forget how annoying he was early.
He managed to evolve past Hau 2.0 but I can't forget he started the game as Hau 2.0.

Blue is liked because he's a rival both ingame and in gameplay. You as a player proactively want to beat him. Unlike someone like Hop or the genderswap rivals who feel like they're declaring you as their rival while you consider them barely more notable than an average trainer.

"Friendly Rival" is an oxymoron, to be a rival you have to be serious about winning. Not just "I'm totally gonna win!" general competition stuff. They need to be a threat, not a glorified cheerleader rubbing your shoulders and saying "Go on champ I'm rooting for you" who you give the occasional pity match too so they feel like they're special.
