Sword and Shield also has bugs and glitches. Considerably less than RBGY, but it still has.
The difference is: not only were RBGY the first installment, it was also a passion project. Pokémon wasn't a big franchise or Gamefreak's/Nintendo's milkcow at the time, so it was a novelty. It was a fresh and interesting ideia that immediately caught everyone's attention. The monster designs, story and region design were created with cool monsters and exploration in mind, plus it created the whole Pokémon™ Formula®.
Sure, looking back on it it has a lot of flaws and it's kinda painful to play compared to nowadays' games, but it's praised for a reason. It still stands out as a good game.
(I'm not a genwunner btw, I really enjoy the more recent games, I just know the older stuff was miles better.)
