Return/Frustration rely on mechanics outside of competative that were designed to reward in-game play, and as such are just a standard undeserved high-BST attack with no downsides that also sidelines building your Pokémon and team based on their actual capabilities.
To add to that, their in-game use has essentially been replaced with the affection mechanic, so you can't even argue its a huge deal there.
Nothing so generic or cheap should be able to be tacked onto a Pokémon instead of using the tools they come with, because otherwise whats the point?
