So what makes Perrserker and Runerigus be classified as entirely new pokémon and not just Galarian Persian and Galarian Cofagrigus?

Perrserker do not look or act like Persian.
Runerigus is a weird case, but I think it's because of the name that they want to use new evolution for it. Cofagrigus = coffin and Runerigus = rune.

Honestly Regional Forms being considered the same Pokemon was always retarded. If a Pokemon looks entirely different, has a different moveset, different stats, different level up conditions, and breed different, it should not share a dex number with its inspiration. Likewise things like the forms of Lycanrock should be considered a branched evolution instead of forms.

Because the events that lead them to being a new species. Perrserker is what happen to Meowth that was forced to lead in hard battles that force it to be a savage that go crazy in battles. Runerigus is what happen to Yamask where it was possessed by a evil curse on a clay wall. It's basically the curse controlling the ghost. That's why they are different, different events mean different results.

Runerigus has a lore explanation: it's a living painting that absorbed Yamask and not the Yamask spirit anymore. Perrserker I guess just crosses the line design-wise. It's always been fine line between what constitutes permanent form and what constitutes being considered a brand new species (e.g. compare Slowbro/Slowking to Lycanroc's forms). Persian and Perrserker are far more different to one another than Slowbro and Slowking so I guess they just want to be consistent with that.

Not to mention Sandshrew is literally just called "Sand" in Japanese. Now that I think of it, it was probably just given the Steel-type so it wouldn't take damage from sandstorm (+ every Alolan form but Raichu was meant to add a rare Kanto type for LGPE).

I would reckon that if it weren't for Perrserker, they probably wouldn't have minded making it count as "Galarian Cofagrigus," but since Perrserker is very different from Persian, they didn't want it to be an outlier and thus made 2 regional split evos.
