I threw 1000 balls at a eevee with no health and it didn't work what the fuck, none of them shook either.

This isn't the first time this has happened either, catch rates just seem fucked sometimes.

Had this issue trying to catch Helioptile. I even had Shedinja with False Swipe and they took like 20 balls each.

Was it higher level than your pokemon? I think the difficulty gets jacked up sky high if the wild pokemon is a higher level.

This. It certainly seems like the catch rate goes down the toilet if your active pokemon is lower level, even by just 1. I've had much better success by swapping to my highest level before throwing a ball, but no idea if it's just placebo.
