Objectively speaking, there's zero arguement for anything past Gen 3 being lower then RBY, GSC, or RS. The introduction of online and the physical special split alone guarantees that, let alone noting how gen 2 didn't even have abilities or most types having decent moves, or 1 having bag pockets and the like; or the additions of added pokemon, stuff like customization, super training, amie/refresh, etc.
You could MAYBE argue Emerald beats out DP, due to DP not having frontier and being as flawed as it is, or ORAS itself if you value the frontier more then the added pokemon, mechanics, and online, buit even that's pushing it.
