Lance is proven to be stronger than Kukui

Blue and Iris are probably stronger than Steven and Cynthia because of the theme of a younger generation surpassing the old

It's a Pikachu, even at lvl 88 it's wildly outclassed in stats by Cynthia's Garchomp, or Steven's Metagross.

Lance is pretty pathetic all things considered. Every time he tries something, an 11 year old who started training Pokemon literally that year BTFOs him.

In-universe Leon is the strongest, evidently. Not just that "greatest champion" crap, but apparently the fact that Raihan who routinely jobs to him is skilled enough to become champion of any other region.

To be fair regarding the PWT, unlike the storyline battles it's set up so that the player can actually lose it too without affecting anything, so in my mind everyone in the tournament's won and lost multiple times, so at time Nate/Rosa came in 1st, and other times not
