Gen 1 was a very simple game conceptually, and that was true for the monster designs as well. You got some cute little animal and then by fighting with it, it became a stronger more intimidating monster through evolution. The Pokemon designs in this case were designed around the GAMEPLAY of gaining experience and evolution. It was designed to make evolution feel satisfying and thus to give you a large reward for winning battles. The newer games factor a lot more things into the Pokemon design than just making the gameplay loop more satisfying. In particular they have to design something that fits well into the show, and they have to design things they can sell stuffed animals and other products of.
