Solar Beam is frustrating, but it's a guaranteed shield break every other round. Solrock is incapable of breaking shields.

Guaranteed shield break a relatively impressive 80% of the time. Solrock just uses Rock Polish every god damn turn.

Helping hand is gutter trash when all your hits send them to shield HP anyway.

My vote is Wobbuffet, it uses safeguard and counter most of the time which are both extrenely situational and useless 95% of the time.
