how is there more than one legendary pokemon and how can it have a kid?

in pokemon 2000 it established there was one lugia that was basically an all powerful god pokemon that could speak to mortals humans like ash

but then in master quest lugia is mostly just like a normal pokemon that some how have a kid

is there more than one lugia in the world or is it the same lugia from the movie?

is lugia a species of pokemon who are subservient to this other talking "god" lugia

or is this "god" lugia a mantel that's passed down to other lugia to each generation in order to keep the 3 legendary birds and other lugia in line?
