They could be replaced with key items that you find along your adventure, for instance, or hell, you could keep them as they were but not have them take up a move slot. As it stood, you either needed to waste a slot in your party or fill half of your Water Pokemon's moveset with useless filler (except Surf, which you most likely would've wanted anyway).
