Johto featured old characters because it had a second region. Galar doesn't have a second region.
Unova and Kalos had characters from previous games appear for the post-game. Galar doesn't have a post-game.
Alola had characters from previous games appear for the Multi Battle mode in the Battle Tree. Galar doesn't have Multi Battle.
