It cycles. If the person who hosts doesn't dynamax on the first turn, the 2nd person gets to on the 2nd turn etc.
Randomly selecting it might be fine as long as it only pulls from real players, and doesn't go to NPCs that are in the group, but the system is fine as is imo.

This isn't even true, though. It goes from person to person. You can't be mad that the host of the raid gets the first shot at it.
