It's because its concept and its design are completely mismatched. A quadrupedal swordsman is awkward as fuck, so they either should have made it bipedal or not made it a swordsman.
Even besides that it looks fucking awkward as a quadruped, it doesn't look like it can even bend its limbs.

Samurott is fucking based as fuck, the only thing it needs is a base stat change.

I've been marathoning Akira Kurosawa films for about two weeks. Samurai are fucking based and it's not because they're all super powerful dual wielders; most of them barely have proper fucking shoes. If anything they're awesome because they do well IN SPITE of the incredibly harsh context of the Edo/Sengoku eras.

I don't mind the concept of the Unova starters representing different ciivilizations, the problem is there's just 1 western one and 2 eastern ones.

Instead of a French king, a Chinese warlord, and a Japanese Samurai, they should have had Emobar be something themed after the Aztec or something.
