Regional flavor: due to reasons, pokemon are NOT normally ever kept in pokeballs unless absolutely necessary, as it is seen as unethical and oppressive. They are still used for initial capture and storage for times when it would be otherwise unreasonable to have pokemon out and about.
Story: The local "team" is hell-bent on undoing this ball-free culture and tries to steal people's pokemon in special balls which can NEVER be opened except by special means which only the team has access to. There's no world saving plot, you simply topple this team incidentally as you make your way across the land to the Championship in fucking Biloxi Mississippi, where the game's team happens to be headquartered (casinos, duh)
Could be pretty boss. Or could be shit. We'll never know.
