A well intentioned man rich beyond anyone's wildest dreams, no ill will towards anyone, seeing an issue in the world and realizing he is fortunate enough to have the power to possibly fix it.
They could have gone for an angle about environmental activism, and how no one wants to act immediately because they're too busy lining their pockets, so "If no one else will do this, I will."
How they handled it is just so... Bad. Leon straight up said he would help A SINGLE DAY LATER. The wanting to act now rather then let the problem occur would make sense, but there was so little explanation behind it, it just feels like a spur of the moment decision.
