And now that I think about it, that *is* something that's always bugged me about the Pokemon games; it's your job to fill out the dex, but when you catch a pokemon, even if it's one never seen before, your dex suddenly knows everything about it. It would be so cool to get to experience the discovery of a new pokemon, it's habits, and its abilities. Maybe you can even tie dex completion with pokemon advancement discovery, like if you do certain things, your dex might point you towards advancement opportunities, instead of having you stumble upon them by accident.
Like, maybe you catch a Farfetch'd, and your dex says that its entry is incomplete, so you put the pokemon in your party in the hopes that something will fill out the missing parts in the dex. After a while, your dex tells you that this pokemon's power grows if it can knock out a certain number of pokemon in a row, so you make it do that, and that's how you discover it evolves!
Or maybe you have an eevee, and as you happen to pass through an area with the moss stone, the dex says that Eevee has a reaction to it.
And maybe, after all that, "completing the dex" isn't just about catching them all, but about experimenting and discovering and finding out everything you can about each pokemon individually, which ties back in neatly with learning how to exploit a pokemon's full potential
