i.e. some pokemon can swim, but particularly strong swimmers can go up waterfalls or through whirlpools, rocks and debris of varying size can be moved or broken by pokemon of varying strength, most psychic types can teleport across small gaps while strong ones can allow Fly-esque fast travel, etc.
Fly is in a weird spot though, because if pokemon could be used to logically traverse an environment, there'd be no good reason why you couldn't just effortlessly float over every obstacle by the time your regional bird hit its early 20s or so
