Is Fire Type the worst type concept wise? They're almost invariably Animal on fire or Animal breathing fire.
This applies to all starters except Delphox's fire magic (not coincidentally psychic type). Litwick, Rolycoly and Houndour lines might be some of the only ones where it arises naturally from the concept but they're also all dual type with fire feeling like it arises more because of that. It doesn't seem like Fire type lends itself naturally to creative ideas where water obviously plays around with what you can do with aquatic creatures. Grass is more often than not sentient plant life. Ground Pokémon take digging and a relation to earth and soil as a jumping off point. Rock Pokemon builds things out of rocks and ancient material. Where I'm going with this is that for every other type it seems to be a theme that is built upon in the various ways it exists or might exist in the world. But because fire really only exists as an element itself it seems limited in what they've been able to create unless you're using methods of heat i.e. coal, an oven, a candle etc. I may be being too reductive and it's not like there aren't fire Pokémon I love but it just struck me that they often don't do the most impressive things with the typing.
