Water is not the problem, I loved how sea routes were connected to eachother.
The problem was not being able to swim half screen before getting a wild encounter.
Severely limit encounter rate for surfing, put all of it into underwater instead.

Hoenn has one of if not the best worlds/maps but its two biggest flaws for me are
1. Removing day/night cycle
2. Weak Pokemon designs
To this date GSC is one of the most enjoyable to play because of little comfy details like the phone, radio and D/N cycle

Linearity? No. It's problem is really more that the region is really bland after you reach the areas after Norman. Sootopolis and Pacifidlog are okay, but everything else is pretty boring.
