Are any of the Mythicals outside of Mew and maaaaaybe Celebi popular? Pokemon you can only get by going to an event seem too out of reach for the average normalfag to care about. Mew and Celebi have the benefit of being around during Pokemania so they're fine.

because it doesn't work in game the same way it does in anime, its coolest characteristic is being able to instantly shapeshift at will

His distribution was shit outside of Japan during Gen 3. The only way to legally obtain him for years in the US was if you visited the Houston Space Center for a Pokemon event day or something. Jewtendo was much better about letting Toys R Us and Gamestop distribute the Gen 4 mythicals. The only TRU events during Gen 3 were the Eon ticket and Mew distribution, if I recall correctly.

I really like Deoxys, he is by far my favorite.
However his history isn't great. He was never super involved in the main plot of any game, and only got an okay movie for the anime. Follow that with the fact that his distribution is usually very limited outside of ORAS and you have a rare mon not many people think about.
I also think it doesn't help that no mainline game actually does his transformation gimmick well. He is basically just 4 separate pokemon instead of 1 shapeshifting one. Hell the game that got it closest to right was Pokemon Ranger, which is sad.
