That is to say: skin-tight leggings and tiny skirts/booty shorts that blatantly reveal bare ass. If anything, GF are being excessively conservative in their portrayal of teen girls, given that they haven't made female MCs with tube tops or shoulderless tie tops on yet.
This holds universally true in American, Canadian, and Western European cities, in plenty of American suburbs, and in most (secular) college towns/campuses. It also isn't specific to subculture; it's present among both traditionally presenting girls and 'art hoes'/e-girls. Maybe you just live in some anachronistic rural conservative fundie hick town.
