>>41594477Ledian (and other shitty early game bugs like Beedrill and Masquerain) have awful stats for a fully evolved Pokemon but they reach that form quickly, meaning in a playthrough you'll get a chance to have a Pokemon that's relatively strong even before the first gym. This also applies to the shitty early normal types to a lesser extent.
Other shitmon like Unown are bad because they're gimmicks, and a few others like Chimecho or Dunsparce just exist to be something rare and make the Pokedex harder to complete.
You'll notice that for better or worse they've mostly stopped doing this stuff since gen 6. I mean there's certainly still bad Pokemon like Komala or Thievul coming out, but even then Gamefreak almost always gives them at least a unique ability or move or some such to make them stand out and give at least some reason to use them.
