I feel like it's starting to get gyrarados syndrome in that it keeps showing up on important people's teams. Its moveset is also kinda boring, and that doesn't help either.

It's a good bulky water type, a neat counterpart to Gyarados. A solid moveset, strong abilities, and it had an interesting if not infuriating evolution method upon introduction. The extremes of Feebas' rarity are bullshit, with the random tile generation, and I hate how degenerates want to get eaten by it.

I’ve never used one before but I happen to have bred a 5IV Calm Feebas to train up just today. I suppose I’ll have to get back to you. Seems like a cool and powerful Pokémon.

Most stuff is not viable in competitive because 99.99% of all pokemon can be replaced by excadrill in a competitive team. But that doesn't mean you can't use them.
