When pokemon trainers spend a lot of time close to some types of pokemon they gain traits from the pokemon they raise. This is most clearly seen in ghost type trainers who are all kind of creepy or psychic type trainers who get psychic powers of their own. In this case being able to talk directly to pokemon and her eyes are likely caused by high attunement to the fairy type.

There are actual psychics who serve as psychic type specialists, it's not too far fetched that there could be mystical humanoids.
I've always liked the infrequent oddities in the Pokemon world that have nothing to do with Pokemon themselves, I hope it's a concept that gets explored more (without them going full retard) some day.
