To be fair, at least they gave it a Psychic typing so the finger wings aren't necessary for flight. Other pokemon that can use psychic moves like the Latis and Naganadel don't need to flap to fly.

Because Lugia was designed for its movie and hamfisted into Gen 2 later. Ho-Oh was designed for the games. Essentially, both Gold and Silver are Ho-Oh's games.
