Now, see here, one of the most important things to remember is that shota has nothing to do with the physical age of a character. Frankly, I wouldn't even say how they're depicted in canon matters. It's all about the way they're portrayed by the individual artist.
Take pic related, as an example, Galarian Youngster and Galarian Male Poke Kid. Small, short, big eyes, kind of "softer" and more "rounded" looking. These look like young boys. They were designed to look young. And the artist also drew them to look like children.
Boys like Sword-kun, Hop, and Bede. They're not really shotas. They're more proportionate looking, have sharper features. They're youthful, yes, but they have a more "teenage" look to them, not so young and tiny. Conversely, someone like Allister does, even if he's more likely around the age of the aforementioned three.
The idea of shota (and loli, for that matter), in my opinion, is to make a character look childish, regardless of whether or not they actually are that young. You could definitely have a shota Sword-kun or Hop. A shota Raihan or Leon. Heck, a shota Kabu, if you wanted. They just need to be illustrated in a way that really shows off those childlike qualities. I might have went around in a few circles, but does that make sense?
