For less popular Pokemon, particularly those with nonstandard encounter conditions like these things (i.e. they need either a quest or a wormhole), it's even more unlikely. With the cuts in place from now on, the edit games or otherwise second-in-gen titles are no longer obligated to utilize all unbreedable special mons or legendary Pokemon.
Her most likely recurrence will be next generation's second-in-gen titles, so approximately 5 to 6 years from now, assuming GF doesn't release them annually and waits at least 18 months between titles.
There is a small chance she will be available in this gen's next titles however, as Turner will likely remain in a high position due to the colossal sales and she's connected to Buzzwole, a design he personally seems to prefer out of his creations (despite Pheromosa not being designed by him, this connection gives her a chance).
