Statistically the weakest defensive type available (most weaknesses, least resistances) is Ice/Rock, however any combination of Ice/Rock/Bug/Grass is pretty fucked. For its extra stealth rocks weakness, I'd say the worst pokemon should be Ice/Bug.

OP ruled out the 3 obvious shit abilities, but there's another one: Stall. Klutz would also be horrible. But i'll stick Stall onto a fast mon just to waste some stats. No alternative ability, no hidden ability. It should have the stats of a fast defensive mon with shit HP. Here it is:

Base stats:
HP: 20
ATK: 110
Def: 130
SpA: 40
SpD: 130
Spd: 170

Moveset: special attacker. No priority moves.

With your setup, hypothetically you can still deal massive damage to something under Trick Room. By making the speed as high as it can go, you forgo this advantage while having it able to outspeed any mon. However, any point above a certain threshold becomes redundant, and if it can't do anything more than a Thunder Wave, you have a slot that could be better spent on a Prankster mon. This is similar to the logic why it has so much defense but only 1 HP, everything is redundant. Effectively, then, you have a mon here with 1/1/1/1/1/??? that can only use one move after sending it out.

Good defences but who cares when your typing that bad

Learns switcheroo. You're supposed to swap toxic/flame orb to you opponent but it's too slow and you have no recovery move to stall them.

Gets aurora veil but you have to set up the hail first. Even if you do, it's only stat boost is work-up, so have fun with that.

Your most reliable STAB is bug bite/ ice fang for physical, and blizzard/ signal beam for spec.
