No, it wouldn't have. X and Y were missing too much. Another 2 years wouldn't have made them the best, especially when remakes were released in-between and SM were in development for the year after. Now if X and Y had released in 2014 and Z came in 2016 and no remakes were being developed at the time and SM were still 2 years away, yes, Z would have been a top tier game.
