They don't steal Zacian/Zamazenta, they steal the Chewing toy of Zacian/Zamazenta to bait it into a trap and the whole idea was basically to make the Z-Dogs rampage to show that they were no heroes which would strengthen the brothers claim to the throne as the descendants of the "REAL" Heroes by "proving" Sonias book wrong, or some shit like that.

Still really poorly executed plot though, but basically it was supposed to be a smear campaign.

Honestly these guys would have made better main story villains than Rose. Heirs to the throne by blood trying to reinstate monarchical rule would have made for a much more interesting primary antagonist than whatever the fuck Rose was doing.

While goofy, at least they entertained me a little bit. Can't say that about literally any of the rest of the game's plot. If they would've been actual antagonists peppered throughout the game with a good mix of comedy and serious blood rule bullshit it could've been actually pretty cool.
