It's because her designer is an excellent character designer who is good at conveying emotions with body langauge and facial expression. Paired with decent music and you have an excellent character.

The issue why Rose didn't convey as much personaltiy is that the artist themselves isn't as good with conveying emotions with male characters and Rose's outfit was too subdued for her to make radical.

I agree desu, I really liked how the gym leaders were characterized during battles and how some of them would interact with you outside the gyms. It's not much but they are way better than the cardboard cutouts that we had in XY and SM
