And on that note, it doesn't even remotely look like a water type, it looks like an ice type. A crystaline shape on its head, sky blue/white color scheme, nothing whatsoever hints at it being based on rain, whereas Entei obviously resembles a burning fire and Raikou obviously resembles lightning.
