Still don't know if they are legit villains or just comic relief.

They're intended to be a joke but their plan and goals make more sense and would have made for a more entertaining main antagonist than whatever the fuck Rose's deal was.

I think they originally were supposed to be tied into the main story but they probably felt the outcome wouldn't be cinematic enough.

It ties up the rest of the story so it worked well as an epilogue. They should of just shown up beforehand once or twice so you know who they are.
