You'd be doing both if you're hardcore.
You realize in fanmade competitive that different tiers exist and hundreds of moves etc. exist meaning you have a place for most everything at some point, right? So collecting them is in fact a competitive thing to do.
Especially if in the actual games they stopped cock blocking past Gen mons from competitive like they should as long as they fit tourney rules - doing so only supports new people getting into cheating. Every time they've tried to force a reset they've done nothing but spit in the face of legit players because cheaters will just cheat and don't care about using things from older games because they can whip up a new batch just like that.
Competitive ONLY fags are more likely to be those cheating casuals who want to pretend to be good at a game they don't actually play or want to play.
You don't get to call yourself a good business man if you robbed a bank to get the money you have. In-game there is a set way they're supposed to be obtained. You can argue the merits of those limits and desire change but you play as the game allows otherwise (including glitches - I don't care as long as the game allows it because the game allowing it by itself is what matters).
