There is no reason a pre-evo should be strictly better than an evolution solely because of a broken item

It should honestly be a fake evolution item.
Be level 100 and raise a Pokemon's stats and typing to its final evolution. Use a marker next to its name to signify to other trainers that this is the case so you can't trick others into thinking otherwise.

I think it's a fine idea. Why shouldn't some pre-evolutions be better anyway? It gives pre-evolutions a chance to shine once in a while. And it's not as if this item was ever really broken, at least no more than shit like the life orb.
