So is it just Zacian, Zamazenta, and Eternatus that are unable to Dynamax, or are the other Restricted Legendaries in the Foreign Dex (Mewtwo, BW dragons, Cosmog family, Necrozma) also unable to Dynamax?

I'd assume it's just those three because they have specific countermeasures against Dynamaxed Pokemon that would be rendered useless if they themselves could Dynamax.

If true, bulba and squirt cant even DYNAMAX unless they're released through an event whereas zard can dmax AND gmax. Wow.
