The switch to 3D, and Gamefreak's insistence on NOT expanding the studio to accomodate the increasing workload did.
A studio that worked on handheld games where everything was a sprite is now tasked with making Triple A open world games.

You can consider it in terms of steps forward and steps back. Gens 1-5 were all many more steps forward than steps back, but the steps back were creeping up in gen 5 and eclipsed the steps forward in gen 6.
