bad Speed mostly, plus it has no Psychic+Fire coverage to beat Toxapex and Ferrothorn

It also has more weaknesses and less resistances that Volcarona, with no Roost to make use of the SpDef boost from Quiver Dance

No Roost (by far the biggest issue with it).
No Freeze Dry, a move most decent special Ice types learn and use.
Bad speed.
No coverage.
Bad typing with no defensive qualities to speak of, unlike Volcarona which at least sports good Fighting, Fairy and Steel resists.

It can eat pretty much any special attack thanks to it's ability. I've tanked fire blasts with that thing.

Yeah, this is true, and it's specifically why I cited not having recovery moves as it's biggest issue. Despite its immense special bulk it has no survivability to speak of, especially because Leftovers isn't a viable item on it.

It can actually survive special Fire attacks, it’s like a Blissey with actually attacking stats and setup moves but a much shittier typing.
