Why hasn’t Nintendo created an official Pokedex app yet? Sure, I can live without it, but it would be convenient and might function better than the unofficial ones.

that's exactly where you are wrong. it would be missing most of the stuff you can already see on bulbapedia, and it would quickly become outdated when the next gen comes and eventually get delisted from play store
